The only problem is the eviction votes. Kelly took 5, so if she were to stay on the block should would need all 5 voters to vote to save her and then the HoH, Andii would have to break the tie, so yeah...that's dangerous...

If Kelly get off the block, then Jeri has a chance since only Kelly took that 5 penalty votes, but if Kelly stays on the block and everyone votes out the other nominee then it'll be 5-5 Andii would break the tie and then Kelly wouldn't have to deal with that vote penalty anymore...that probably confused you...
